Instead of heading into Lockup, turn right and head into the tall room with a Silver Moblin. There’s an eyeball covered in malice goo at the top of the room. Kill it to open a path that (bearing west) leads to the First Gatehouse and (bearing west and then north) leads to the cave and the entrance to the Library. Hyrule looks gorgeous and full of detail, and the draw distance reaches impressively far when you get to a high vantage point.
